Resolved

That the minutes of the last Parish Liaison meeting held on the 21 October 2015 be approved and signed by the Chairman as an accurate record.

Neil Irving, North Yorkshire County Council (NYCC), to confirm with Richard Marr NYCC that any actions from the last meeting regarding the grass cutting letters and Fylingthorpe Road have been dealt with.

Beckie Bennett, Head of Environment, Streetscene and Facilities reminded representatives of the purpose of the Parish Liaison Meeting and concluded to attach the Terms of Reference for the meeting with the minutes.

Rebecca Martin, Flood Resilience Team Leader, Environment Agency.

A presentation was given by Anna Geier, Environment Agency. The presentation included an overview of the scheme and encouraged people to sign up to receive flood warnings and to become flood Wardens. Anna to take comments back to the Environment Agency.

Robin Derry, Senior Emergency Planning Officer, North Yorkshire County Council.

A presentation was given by Robin Derry, Senior Emergency Planning Officer, NYCC. The presentation included information on what a Community Emergency Plan is and the help, support and training available to communities. Robin urged any Parishes interested in doing a Plan, to speak to him after the meeting.

Sally Anderson, Business Development Officer, North Yorkshire County Council

A presentation was given by Neil Irving, NYCC. The presentation included information on the Living Well programme and what help was available through the scheme.

Sue Tucker, Scarborough Borough Council.

A presentation was given by Sue Tucker, Scarborough Borough Council. The presentation included details on the collective schemes available. Parishes can contact Helen James, Choices 4 Energy Advisor at Scarborough Borough Council for more information.

A Parish Representative asked how the scheme was funded?

Sue to confirm the details of how the scheme is funded with the Choices 4 Energy Advisor and report back to the Representative.

Janet Waggott, Chief Executive, Ryedale District Council

Janet Waggott, Chief Executive RDC, gave a presentation on how the Authority is striving to 'Do what matters for Ryedale'. The presentation included details on two pilot schemes happening with the Market Town Helmsley and Amotherby Ward.

A Representative asked if the presentation on Fracking from the Parish Liaison Meeting held on 22 October 2014 by Vicky Perking, Head of Planning Services NYCC could be included with the minutes from this meeting. Beckie Bennett agreed the presentation could be included in the minutes.

Janet Waggott, Chief Executive RDC, informed the meeting that the deadline for Registering to vote for the EU Referendum had been extended until midnight on Thursday 9 June 2016.

The next meeting of the Parish Liaison Committee will be held on Wednesday 19th October 2016 at 7pm in the Council Chamber, Ryedale House.
