243. Apologies for Absence

Apologies for absence were received from Councillors Hope andMaud
 
244. Minutes
 
The minutes of a meeting of the Licensing Committee held on26 July 2007 (previously circulated) werepresented.
 
Resolved
 
That the minutes of a meeting of theLicensing Committee held on 26 July 2007 be approved and signed bythe Chairman as a correct record.
 
245. Minutes of the Licensing SubCommittees
 
The minutes of the meetings of the Licensing Sub Committeesheld on the 10 August2007 and on the 17 August 2007(previously circulated) were presented.
 
Resolved
 
That the minutes of the meetings of theLicensing Sub Committees held on the 10 August 2007 and 17 August2007 be approved and signed by the Chairman as a correctrecord.
 
246. Urgent Business
 
The Chairman reported that there were no items to beconsidered as a matter of urgency by virtue of Section 100B(4)(b)of the Local Government Act 1972.
 
247. Declarations of Interest
 
No declaration of interest were made.
 
248. Licensing Act 2003 – Consultation Draft LicensingPolicy
 
The Environmental Health Manager submitted a report(previously circulated) the purpose of which was to advise Membersof the consultation undertaken in relation to the Council’s draftLicensing Policy and to seek Member’s approval prior to submissionto Council.
 
Members were reminded that under the provisions of theLicensing Act 2003, the Council must keep its policy under reviewand determine its policy every three years. The draft LicensingPolicy was submitted to the Licensing Committee on 26 July 2007prior to consultation. The Policy was formally published forconsultation on 27 July 2007, and all statutory undertakers hadreceived a copy of the Policy, as well as the Corporate ManagementTeam, all District Councillors, all relevant service unit managers,libraries and area offices, a copy had also been added to CouncilWebsite.
 
The final date for consultation replies had been 7 September2007 and a copy of all the replies to the consultation, theirappraisal and the responses were available for inspection.
 
Resolved
 
That the revised Licensing Policy beendorsed and the final version
be submitted to Full Council on 8 November2007 for approval and
adoption.
