Apologies for absence were received from Councillors Duncan, Gardiner, Keal and Sanderson.

Declarations of Interest

Members to indicate whether they will be declaring any interests under the Code of Conduct.

 

Members making a declaration of interest at a meeting of a Committee or Council are required to disclose the existence and nature of that interest.  This requirement is not discharged by merely declaring a personal interest without further explanation.

Responses received from partner agencies regarding the Brawby sewage flooding issue on 5 June 2017

The Committee considered the responses received from partner agencies regarding the Brawby raw sewage issue on 5 June 2017.

 

It was noted that a response from North Yorkshire Public Health was still outstanding and officers agreed to chase this up and circulate it as a note to the Committee.

 

Officers advised that there was a clear reporting procedure for sewage issues to Yorkshire Water, with Environment Agency only involved if there was also flooding, and that Brawby Parish were currently going through the grants process to purchase a pump which would alleviate the problem.

 

The Committee asked that officers check that this solution had resolved the problem when it was in place and concluded that no further action be taken at the current time.

The Committee considered the potential topics for the next scrutiny review:

 

·         Staff survey

·         Air quality in market towns

·         Dog fouling

·         Infrastructure and footpaths

 

A copy of the motion passed by Council on 6 July 2017 was circulated to the Committee:

 

"In view of the results of the recent Staff Survey, which was instigated by the Staff Champion, this Council asks the Overview & Scrutiny Committee to conduct a full investigation into the seriously worrying indication of the bullying of employees within Ryedale District Council and to establish whether full Council has previously been misled on this matter.

 

Officers will comply with all requests for information that the Committee makes in relation to the investigation.  A budget of £10,000 will be provided - if required - to the Committee in order to conduct the investigation and procure expert assistance, which will be funded using general reserves.

 

The Overview & Scrutiny Committee will report to full council as a matter of urgency."

 

Decision

 

That the alleged bullying be the next topic as requested by Full Council on 6 July 2017.

There was then an initial discussion on how to proceed with the chosen topic and various ideas were put forward.
