Update from North Yorkshire County Council

Minutes:

Emily Mellalieu (NYCC) gave the attached presentation and advised that there was still work to complete in Old Malton.

Update from the Yorkshire Derwent Partnership

Minutes:

·         Ongoing work in progress as reported at the last meeting.

·         Looking at ways to improve drainage systems at Sinnington, Hovingham, Gilling East and adding Kirkbymoorside to this.

·         The IDB feel that their view is not represented adequately, despite having a representative on the board and at the working group.

·         Emily Mellalieu (NYCC) will forward James Copeland's response from the NFU to Chris Bowles (misses out food production and managing the land issues).

Update from the Environment Agency

Minutes:

Routine maintenance

·         Cutting the weed at Costa Beck, Pickering downstream to the trout farm

·        Grass cutting on the flood banks in Malton and up to the Rye and work up the catchment, all screens are checked weekly (Fridays)

 

Projects

·         Bank repairs at Normanby and repairs to bridge;

·         Works starting this summer in middle of Pickering near Hungate Bridge to raise the height of walls (second phase of Slowing the Flow);

·         Close to Priorpot Beck exposing stone and potentially reinforcing the banks in Norton

·         Undertaking tree works at Thornton le Dale beck with the IDB and weeding at Costa Beck (IDB)

·        Ongoing hydraulic modelling for Vale of Pickering. It was asked if a presentation could be arranged at a suitable time - concern that this is taking years to complete.

Update from Yorkshire Water

Minutes:

·         Under track crossing signed off and worked well in the April incident

·         Not cost beneficial to upgrade pumping stations (tens of millions £)

·        Drainage area plan for Malton catchment (Action: obtain a copy for circulation)

·        WSP have produced this which informs future investment plans, development and environmental impacts - expecting this in 2019 date to be confirmed

Update from the Internal Drainage Board

Minutes:

·         Middle Deepdale – a letter dated 06/04/18 was sent to the Chief Executives of Scarborough Borough Council, Ryedale District Council, NYCC, IDB, MPs, Head of Planning, leaders of NYCC and Cllr Janet Sanderson

·         IDB have agreed to continue funding for monitoring Scarborough Borough Council, Ryedale District Council both declined

·         NYCC advised that it is not their responsibility to fund

·         Scarborough Borough Council - flow monitoring required under a planning condition and S106

·         IDB planning further letters to try again and asking Kevin Hollinrake to speak to the minister and also writing to York University, as it was felt that this could be a good PHD project as it fits well as an academic project

·         Similar concern/issue with Eden Camp development.

·         Action: Request for IDB to look into ditch at Normanby still outstanding

Update from Ryedale District Council

Minutes:

·         Excellent multi-agency response deploying pumps in accordance with the Malton and Norton Pump Plan prevented flooding in Malton and Norton in April

·         No single agency has resources and looking to build future resilience across partners

·         Work ongoing with pump deployment involving Fire Service

·         Malton and Norton now have their community resilience plan in place and are being supported by NYCC EP colleagues

·         Continuing to work with all partners to build resilience and to co-ordinate the Malton and Norton flood plan in the future
